Bernard C. Stewart Jr. is the Founder and has been the Principal of BCSA since 1987. Mr. Stewart has over 30 years of experience in all phases of community development and affordable housing planning and development. Prior to founding his firm in 1987, he was Pilot Demonstration Coordinator for Distressed Public Housing with Massachusetts Executive Office of Communities and Development (EOCD). Also, he was the Director of Modernization, Construction, and Chairman of the Designer Selection Committee while with EOCD (1976-1985).  He is a former Commissioner of the Duxbury, MA Housing Authority; former Member of that Town's Fair Housing Commission; a former Peace Corp Volunteer; a "JOBS" Counselor for the Department of Labor, and Director of Boston's first Community School in Allston-Brighton.  He also served as a Housing Liaison with various housing authorities while with the Family and Youth Resource Center in Waltham, MA.  Mr. Stewart is a Vietnam-era Veteran with a BA in Business Administration from Colby College in Waterville, Maine; and Masters in Education from Northeastern University in Boston, Massachusetts.  Mr. Stewart has also done a good deal of advanced study at the post-graduate level in business, finance, and contract management.  He is also a Certified Public Housing Manager and Accredited Residential Real Estate Manager.  Mr. Stewart is an accomplished trainer and public speaker on many aspects of affordable housing and community development. 

 

Dr. Wendy Haynes is the Principal of Haynes & Associates and has been associated with BCSA since 2001 as a Senior Management Associate. Dr. Haynes has worked extensively with BC Stewart & Associates in a hands-on capacity as a senior associate for the last two years, and in an advisory capacity on various engagements during the preceding decade.  Dr. Haynes brings over 25 years of professional experience as a practitioner in the public sector at all levels of government, ranging from Congress, to the Alaska Department of Labor, to local government in the Northwest, to the State Inspector General's Office in Massachusetts, and places in between.  As a consultant, practitioner, leader, and scholar, Dr. Haynes' expertise resides in the following areas:  Strategic planning; performance measurement, reporting, and auditing; productivity improvement analysis; program evaluation; policy and management analysis; management and organization assessments; and change oriented management strategies. 

 

Karl Atkinson, Senior Associate, is BCSA'S lead person on physical and captal needs assessments, including energy evalations. Karl was classically trained in Construction/Building Technology at the University of Leeds in the UK.  Mr Atkinson has over twenty years experience and his reports are acclaimed for their thoroughness and accuracy.
